Lilliann Paine, MPH is a Milwaukee-rooted public health strategist with nearly 20 years of experience across government, nonprofit, consulting, and academic settings. Her work uses data and evaluation to advance health equity — grounded in cultural humility and a commitment to genuine community voice and ownership. She co-developed the Health Equity Assessment Tool standardized by ASTHO and authored Wisconsin’s first resolution declaring racism a public health crisis, with peer-reviewed research cited in more than 50 state policy declarations.
